what is the best way to keep water from freezing here in Iowa

When we lived in New York - We kept the water running a little from the hose to keep it from freezing. In Florida, when it freezes here in Jacksonville, People actually run their waterers onto the plants they don't want to freeze and it creates beautiful icicles that protect the plant and the waterers and the hose don't freeze either.
