Yes he is. He has the barring gene in him. Look at his saddle feathers.

Yes, most likely whatever chicks come out of the cross will be barred. Due to the fact that both parents have the barring trait in their genetics. However The fact that your rooster is a red/gold color could be an influencing factor that changes things quite substantially.
