We have an acre fenced, and our 23 birds free range when we're home to supervise. They also have a fenced run of their own
They seem to respect our 6' privacy fence and 4' post and rail fence around the perimeter of the acre.
They also seem to respect the 3' fence around our garden, and haven't tried to get in it at all. However, they don't necessarily respect the exact same fence that encloses their run, and there's always 2 or 3 that will hop it to go roaming around the yard. It's not that big of a deal to us-- the run is just something to keep them mostly contained when we're not home.
I think, therefore, the fencing requirements are more an issue of motivation than anything else! I wouldn't count on anything less than 4 feet, maybe more, keeping them in., though if they have plenty to keep them busy, they may not care too much to get out.
