If moulting where does it start?

I have a bantam, barred rock hen who has stopped laying eggs. I thought this was do to my broody hens hatching chicks and she was "jealous"

But now I've noticed for the last 3 days all the feathers on her butt only is falling out. She's has NO feathers under her tail! And its only her butt feathers. She is eating, drinking and acting normal. She will be one year old on July 5th.

Is this what moulting is like?

Molt is usually an all over affair. Could some one be picking her feathers? How long has she stopped laying? She may have been stressed or is just taking a break from laying.
