Illinois Poultry Laws(Deer Park)

I have 7 silkie chickens (only technically 4 full grown). Our town law is 3 full grown. How are we supposed to change this? We live on a 1.5 acre yard which is easily enough to support the bantam chickens. We also have 2 peacocks. The neighbors enjoy seeing our variety and see nothing wrong with more so is anyone experienced on changing local laws on chickens and give me some advice.
