Is it too early to tell if they are pullets or roos?

Yes. Its too soon. But if I had to guess, i would guess the top one is a hen, and the bottom a rooster.

I'm no pro but I would say that the top is a buff and pullet

yep, looks just like my buff orpington girls around that age. Those white legs are helpful in identifying the orpingtons.
