I'm guessing she's about to lay

My golden comet, hatched the second week of May, is in the nesting boxes. She's pretty quiet and she's been laying in there for about an hour. I opened it up and she let me pet her and talk to her touch her comb. Then she clucked at me a few times got up and started sticking shavings into her feathers on her back. Is this a sign that she's trying to create a nest?
 
It would be about the right time for a Golden Comet, but because you're expecting it, expect to wait another week or two 😉
