Welcome to BYC. It sounds stressful, and I'm sorry. I don't know a thing about quail but your hen may just be passed her prime.
A photo might help.
Is her comb bright or pale? Are the scales on her legs lifted? Is she eating, drinking, and pooping? Is her belly distended? Is her crop hard? All of these things can be hints as to what is wrong with her.
I hope that the members here can help relieve your stress.
