Is he a young rooster? Are your hens fighting him off? Sometimes a rooster just needs more maturity and confidence before hens will show any respect. If there is one hen that gets along with him, I would try putting them together, so he develops some technique before going on to other hens.

If you have other roosters, this one may be afraid to breed because they will attack him for trying.

Thank you all.I'm very happy to have you people.Thank you very much.I have only 1 rooster.
My rooster is about a year old and he is of mixed breed.hens do not fight off him.they are all around him happily.Im eager to have my hen hatch eggs.but for that I need fertilized eggs.

Maybe he is breeding them when you are not watching them. Have you broken any eggs open and looked for the 'bulls eye'?

It's possible he's more polite than my chickens and won't do anything while you're around. This thread has some wonderful pics showing what to look for in the eggs:

Is it possible that a rooster is well mature and healthy but still he won't try to mate?

Yes, it is possible, but very unusual. All my roosters were shall we say, very attentive and took their jobs seriously. We've never had any fertility problems.
