I'm SO excited!! Need help with Dickey incubator *humidity Q*

Ok, so I've got the new bator up and running. Holding temp perfectly at 99.7....but I can only get the humidity up to 36%. I have the tray it came with on the top shelf full, plus an extra container (largest I could fit up there with the other pan) of water with a sponge sitting up in it, PLUS a little tupperware lid full of water with a sponge in it on the bottom...still only 36%....
