In laws threw rotten eggs into coop

I would be concerned with anything moldy, you don't know what strains are where, and mycotoxins can build up in anything. The world of microbiota is rather complicated.

Safety issue or not, I would be bothered by people using the run as a trash can. Anything messy or that leaves matter behind should be offered outdoors so it doesn't attract pests. Or for ignored eggs to truly rot and explode stench everywhere. Or for the moisture of missed bits to grow outdoor strains of mold. The reasons go on and on, but what they did was rude.
If they want to offer scraps they can put them in a bucket and give it to you to look over for anything worth feeding.
Considering the nature of your family connection, you will probably want to put it gently the first time (ex "Thank you for the thought, I would rather __ because I am concerned about __." But if they repeat you will have to get firm.
