My small town DMV is rarely crowded... can you go to one in a neighboring town that isnt so busy? When i lived down in Sac, I used come up to this one where i live now as even though it was a half hour drive, i usually walk in and out in about 20 minutes... i could do the drive plus the wait and still spend an hour or two less than going to the one in town!
