Can you check him for lice and mites crawling around, or their eggs? It could be that with scratching, or he may be getting feather picked by others.

He is in a bachelors pen at the moment.

How many roosters in the bachelor pen?

I agree, could be from scratching or he's getting picked.

I see a lot of broken feathers and some new pen feathers coming in.
Chicken skin can look a bit odd sometimes.

Observe to see if the others are picking at him especially during roosting or if he's standing and scratching his neck.
See that he's eating/drinking well.
