Cause goats are dumb an like to stick there heads threw holes in fences that they cant pull them back out of. Its also useful when you have to describe you goats to the neighbors when one gets out.

please, please, please tell me why they have something taped to thier heads.....

Never seen this done before, like that. Normally you see them with a board tied around their necks. I've seen plenty of cattle done that way too.

OH MY GOODNESS! OF COURSE!!!

I borrowed a few goats a while back to clean up an overgrown area of my yard. They drove me NUTS with sticking their heads through the squares in the fencing and not being able to get them back in. Oh, I WISH I had thought of this - would've saved me from a bunch of goat hating.

Oh goodness! This is SO much better than when I used to take my show goats all over town. We went to sonic and he naaaaa'd into the speaker when she asked for our order. The whole staff came out for pictures!
