CC we have issues with chilling here. There are some types of daffodils and other bulbs that don't bloom here - they put up leaves in the spring, but no flowers, because they didn't stay cold enough for long enough to form them. If someone was determined to have them bloom in their yard, they'd have to dig them up in the fall and store them in the refrigerator for a few months before planting them out again. Some fruit trees will grow here, but not produce fruit, for similar reasons.
