This looks like one of the locomotives at times were in the middle of a long train. Then there were also locomotives at the end that did some pushing.
Not sure if that is still occurring currently in the US.

I think this is part of a working train. Pretty sure it was one my grandmother and I rode up the mountain.

That makes things much more clear now. Needed more power to climb steeper grades.
Were there multiple locomotives in that setup??

Honestly, I don't remember. I've got the worst memory retention for most things.

The trains that run near us (mostly CSX) often have locomotives in the middle. As they go further from Port Elizabeth, they can split to go to different places.
