You need to define "better" to answer this. IMO I prefer having a hen hatch eggs and raise chicks - a lot less work and worry for me! But incubating lets you determine when the hatch happens and how many eggs to incubate - and it doesn't depend on one of your hens going broody.
 
Depends what your after.

I personally prefer using a broody hen as you don't have to worry about temperatures, humidity, turning etc. And when the chicks hatch they have a mobile heat source and can go about there lives outside.

And with incubating eggs and rearing them artificially you have to make sure they get cleaned out and that they are not cold or too hot. Taking them outside can ony be for short periods at a time as they cool down. It's basically more labour intensive. But if you have the time then it can be great.

But for me it's broody hens all the way.
