You need to cover part of your water resevior area,and get a slightly bigger light bulb,,for higher heat.

taking water out is not what would reduce your hum%.. You have to reduce the amount/area of water exposed..

a fan would not reduce your hum% either..

I highly doubt that you have 100% humidity..

especially if you cannot get your temp higher..

maybe could go with a little bigger bulb clear bulbs seem to put out the most heat(well for me they do. and ya may want to put a vent in it that will let out some of the humidity. i did see a homemade bator that used a pill bottle with the bottom cut out and slid in a hole in the bator and then ya could plug it back up when ya need to get the humidity back up i think it was gopherboy's bator that used the pill bottle
