Incubator fluctuates between 97 and 100

chicken eggs, use 99 degrees taken at half the height of the eggs. Gives an average top to bottom of the egg.

97 isn't really too low, just slows down the process; where as too high (100 is not too high) will cook the eggs.

Can you put in bottles of water to slow the fluctuation? Anything that can hold water in a container that will fit int the incubator and be sealed tight will work.
