incubator overheating, how to cool?

Hi! I have Hova Bator 1602N set at 99 degrees which keeps increasing to 100 degrees. Looking online, it seems to be a common problem with that model but I'm not sure how to fix this problem. Will that much of a temperature difference cause a problem? If it will, how should I fix this?
 
Incubating at 100 degrees rather than 99 shouldn't be a big problem, the chicks may hatch slightly earlier but they should be alright. Do you have a calibrated thermometer to make sure the temperature is correct?

Is the 1602N a still air model? if it is you may need to set the temperature higher, I've heard 101-102 taken at the top of the egg is good for still air incubators (the temperature taken at the top of the egg will be higher than at the bottom so setting around 101.5 or so should make the average temperature of the egg around 99.5).
