Incubator stress

Bought a hova bator incubator second hand yesterday. Im a new chicken person- set up as seen on you tube but temps wont reach past 32ish.

Dont really have the money to go buy another one and seller says its never had an issue for him- i am thinking maybe its my lack of experience?

Any ideas much appreciated thanks x

Did it come with instructions? By advice would be to phone manufacture company for help
