Incubator Temp

Hi folks
I have an incubator and inside the incubator, the upper part heats and it reads 38.0 which is right and correct..

But the down and lower part doesn't heat just like the upper part, I added another small thermostat in the incubator to read only the lower part to confirm my thoughts, and it was true it read 34.0, so poor....

Please I'm stuck I dont know what to do, the upper part reads 38.0 and lower part reads 34.0..what should I do?

That thing is huge. Where are the fans and heating elements located? Are there multiple heating elements? With an incubator that large I wouldn't be suprised if there are heating elements on both the top and bottom.... maybe one of them isn't working?
 
The fan is at the middle, I'm sure you can see some circular thing in the middle( the opened incubator picture)...beside that, I think the heating elements are working perfectly..its located in the middle too
 
Well heat rises. It makes sense for the top to be hotter than the bottom. Even in my cabinet incubator there's abut a 2 degree F difference between the top and the bottom. 4 degrees C is a big difference though.

Is this the first time the Temps have been different or is this the first time you checked them?
