Incubator Temperature

Hello,I have 35 serama eggs in my Hovabator which is set at 100°F, but slowly goes down to about 97°, then the heater turns back on and in 2-3 minutes its back up to 100°. Is this okay, and how can I get the temperature to stay steady? I really want my first hatch to be a successful one. I am grateful any answers.

My Hovabator does that and my last hatch rate was 90% so i wouldn't be to worried.
