Im building an incubator and using a hot water heater thermostat . It is ranging in temp from 94 degrees to 101. This cant be good. The bator is for lock down only not the whole incubating period. Can I adjust the stat, if not, what is the best thermostat to use?

Yes, it has a adjustment on the side of it, but it needs to be placed very close to the light bulb like with-en a inch or two, with the metal side facing the light, just done this to mine & its varying 1&1\\2 deg., it works very well, try this & see if it don't work better for you.
