Incubators: best placement for lights and fan?

I am getting ready to change around my larger homemade 'bator in a day or two as I need to change things to accomodate an electric egg turner.

Currently lights and fan are below the eggs. Temperature is very steady until I put in the shelf liner stuff - that mucks up air circulation and temperatures get out of whack.

Here are my questions:

1. Can I put the fan above the eggs, blowing down? Or is this bad for the eggs? It seems like the Hovabators do this, so I thought it might be OK.

2. Should I put the lights above the eggs and move the egg rack down? I read a post that having the light above the eggs may help with the fetus positioning itself to hatch?

Well, as a test I replaced the 2" fan in the small incubator with a 4" from Radio Shack and that evened out the temperature tremendously. I just set it under the light on the screen and let it blow upward.

That's a positive development for that incubator!
