I am about to get quail chicks and quail eggs but I still need to buy an incubator. I can't afford circulated air incubators, so what's the next best thing?

Tractor Supply has a decent still air for around $60. I have one and I am on my second hatch with it. You can build one for about 25-30. There are wonderful homebuilt one here on this site and full step by step instructions on YouTube.

It depends on how many eggs you are hatching. If you are hatching up to 15 eggs at least you might want this type of incubator.
