Indianapolis proposing new laws to limit hens and ban roosters

I've heard very little about this, and they seem to be very vague in disclosing items. However it appears they are proposing no Rooster ban, and limiting hens to 10. Indy already has a noise ordinance. Which basically if a neighbor complains then it can be an issue. Why do they need to do an outright ban? Also why do they feel they need to impose a 10 hen limit?
