I wonder what species it will be next week? I'm hoping for penguins.

Yes there is a law that can be found in page 14 section D of federal Law booklet of your state. Since I am not sure you have that booklet available I read it for you:

So let me get this straight: It is okay to keep a rabbit in a rabbit cage that is four feet long, but a smaller animal such as a call duck cannot be kept in the same type of cage? I will have water and food available for the duck and I plan to have him perch on my shoulder wearing a diaper when I am home.
Hutches are actually much too small for rabbits to thrive in. They need space to run.
Likewise, call ducks need to be able to spread their wings, and splash in water and run around and forage.
Keeping a duck, alone, in a hutch, inside, with just a bowl of food and water, is exceptionally cruel.
If you want ducks, they need to be outdoors.

I had my girls inside for quite a long time while building a secure coop and pen, but during this time they were going outside in a temporary pen during the day time, and inside at night they had a very big puppy X pen, with toys and enrichment inside. And companionship with one another.

Keeping ducks indoors, happily, is possible in my opinion. But it is SO much work, They take up most of a room, they need constant cleaning and maintenance, they need company of their own species, and they are far, far happier outdoors with more stimulation.

What you are suggesting is not humane. Please do not attempt this. It is not okay
 
Would a 4 foot long rabbit cage be appropriate for keeping an indoor pet call duck? Is it okay if the call duck stays there with just a bowl of food and water? I don't want too much water to splash on the surrounding areas so I am unable to provide a tray of water. And would newspapers be a good bedding?
also, newspapers are a terrible idea. They will become soaked and covered in wet poop in less than an hour, resulting in them eating the soggy paper and potentially getting amonia burns from the faeces.
