Infected foot not responding to penicillin!!!!!!

My EE rooster has an abcessed foot. After some time (can't recall exact days) of lancing and squeezing out pus, cleaning and bandaging it and keeping him in the hutch out of the mud, I finally broke down and began giving him penicillin last Friday. Short-acting, 2cc once a day. While the swelling has gone down some, it still isn't gone. That's been 5 days.

Should I continue to give it? Should I lance the foot again? Should I cut off his foot or cull him? Advice needed!!!!!!

There is no scab on the bottom of the foot.

Have you tried epsom salts soaks in addition to all you are doing? It can't hurt..
