My Roosters preen gland is red and irritated looking. There are tiny black dots around it. Not sure if they could be mites or just dirt. The skin around his vent is red. About an inch below his vent, the skin is BRIGHT red. He has some pieces of dried poop around the vent.
Can anybody tell me what's going on and how to make it better?

It could be either mites or dirt—you will want to look for tiny moving bugs both day and night. Red roostmites are on the chickens at night, while northern fowl mites are on them 24/7. Permethrin liquid spray from concentrate mixed with water is very good for treatment. Ivermectin pour on is also good put on the back of the neck 0.1 ml per every 2 pounds of weight. Here is a good article with pictures of what to look for:

Preen glands can become infected and abscessed. You cannapply a warm wet compress several times a day if swelling occurs.
