I’m sorry but there really is nothing you can do. You could start the process for becoming a licensed rehabber, that’s the only condition where one can keep a non releasable bird protected by the migratory species act.

If you could track down the people who bred him/her, assuming they are legitimate breeders, their protections from their license to breed carries over to the goslings but that has to be proven legitimate, it can’t be from someone else who nabbed wild birds, raised and bred them without a permit.

What you can do is try integrating the gosling with a wild flock. Scout some lakes or ponds with wild geese that are rearing their own goslings and take your gosling out to those areas frequently so it can become acquainted with the wild flock. In time hopefully it will choose to stay with them.
