Ideally if you can have the vet see it, that would be best.
Since you notice a foul odor, then it's probably infected.
You can try soaking in Chlorhexidin (Novalsan), epsom salts or dilute betadine to help clean the wound.
Without seeing it, it's hard to know, the wound may need to be debrided or have pus removed.
Antibiotics may be in order, but usually a wound needs to be cleaned out on a chicken for medication to be effective.
If you have any other birds that are banded, it would be a good idea to check them to make sure that the band moves freely on their legs.
Most local feed stores still carry some injectible antibiotics like Penicillin.

fwiw - If you do use Peroxide to clean the wound, use it only once. Repeated use of Peroxide can be damaging to surrounding tissue which will delay healing.
