I have some foil covered bubble wrap insulation, and have seen what they say it is good for. Number 1 on the list is blocking radiant heat. I'm a skeptic, but it may work OK. If I understand things correctly, it does need to have open space in front of it to give the reflected radiant heat a place to go. Otherwise, the heat gets absorbed and passes on through.
It may work, or may not. You can put it up, then see what the birds do with it. If it proves to not work as intended, you can always come back and add more stuff over it and cover that.
You could still do the 3/4" foil faced poly foam sheets on the outside, under your siding and under your roof. In my opinion, that would be better.
