You can totally remove this section as in red, or leave a skinny piece as shown in blue for a nailer for hardware cloth. I t will breath better open than swiss cheesed with holes. IF you barrier is solid enough for predators.

I forgot to add, it will look better, if you open the soffits first, one a time and replace with hardware cloth from the inside. Then do the secondary roof cover. You can add hardware cloth on the outside and it will work the same, just might not look as nice.

Could put a tarp over the tin roof leaving a good air gap between the two. The tin would then be in shade and would not radiate heat.
