Internal Pip But No Movement !!

I am hatching 9 eggs right now and today is day 21. I believe most of the eggs have died due to having small air cells. There are 5 that seemed to be doing good, though and that I could see rocking. One of them hasn't internally pipped and I can no longer see movement from him so I don't know about that one anymore :( 3 of them have pipped internally and are chirping! :) The last one, though I am not sure about. I candled him and saw he had definitely pipped internally but I see absolutely no movement from him... Should I do anything ? Or do you think he may have just passed away for whatever reason ? Real Worried.
 
So when you candle that egg you can definitely see the beak in the air cell? But no movement? How about any peeping? Tap your finger nail on the air cell and try to get the chick to respond. This is a call you're going to have to make but if I was sure that it had pipped and was sure their was no movement and no peeping from the chick I would put a tiny hole in the air cell and find out if it was still alive.
 
I cracked open the egg where I saw the beak and she was dead :( Fully developed and would have been a beautiful chicken. Almost all of the yolk was sucked up into her but I think I realized why she died.. there was a lot of green stuff in there. Attached to the yolk, the egg, and on her a little so I'm thinking a bad bacterial infection. I think when she started absorbing the yolk, it killed her... Must have not kept everything clean enough :(
