intersex rooster?

I have a rooster, Mocha, who crows and produces foam at the vent. However, he never mates with the hens, and crows far less than my other (late) rooster did. His vent structure is also similar to a hen's, with the exception of the foam. He's also very tame and chill, and often naps with the girls. I've never seen him giving the hens any treats, or calling the hens to himself.
Is he intersex or does he have a hormone problem? Is that possible in quails? If so, is he fertile, or will he end up mating with the girls? Does he just have some sort of issue?
 
My alpha rarely crows and when he does it’s super quiet, just genetics I guess. None of mine feed the hens, and mating is not really that consensual that he calls them and they comply. He goes over and mates, and usually they don’t disagree. My second roo Aragorn is the same, but he also sits on eggs when the broody gets up, and she sits and refuses to move when I take them, but he will aggressively move toward me when he’s on the eggs and I take them.
 
Odds are you just don't see him breed. I have a male that doesn't breed often. He crows less too, but he might just not be a crower

I know the mating usually isn't consensual, haha. I used to have a pretty crazy roo. I would think that Mocha would just mate when i don't see him, but I spend a lot of time watching my birds, and back when I had two roosters, I saw my other (late) one mate with the hens all the time. I have never seen Mocha mate. Mocha also hasn't crowed since he was a teenager, with the exception of when I separated him and held him in the garage overnight. Then he crowed exactly once.
What really confuses me is his vent, which looks very strange for a rooster, and just the fact that aside from crowing once in a blue moon, he doesn't display any rooster behavior.
