What if you gave your roo a shipping carrier or something of that nature as a temporary coop on his side of the pen. That way you could divide them up and keep him separate until the time is more appropriate. I've used dog crates (plastic airline shipping type) as housing for my chickens at times and they don't seem to mind it at all. I think it bothers me a lot more than it does them. They stay warm and dry and SAFE! Nothings going to break in there.
