Introducing 9 week old pullets

So my flock got wiped out by some dogs in the neighborhood. They left me with just my rooster. I found a couple of 9 week old pullets. When I put my rooster with them he tries to sneak up on them and bite them on the neck. Is he just trying to establish dominance? Will he be smart enough to know he can't get on top of them yet? Right now I have them in the coop and he stays out in the run at night. When we get off of work we go in the fence with them and let them run free.

That's what I figured. I guess I would need to keep them separate until they get older.

What I usually do if I have a rowdy rooster is throw him out to free range during the day, that way the girls can enjoy the coops and run in peace. You have quite a while before they are ready for him, so if you are not attached i would rehome him and get another one later, or find some older girls for him.
