Introducing new ducks

I have 3 pekin hens and a muscovy drake. I got two young jumbo pekins that are about the same size as my adult regular pekins. The guy said they were 2 months old. I'm not sure. They still have a little fluff mixed in with their feathers. One is definitely a female. I suspect the other is a male as it's still peeping. I've not had problems adding ducks with other duck flocks I've had, but my drake is my first muscovy. I put the new ones in and my drake was following them and plucking on their neck feathers, sort of like he does when mating. He hissed once but was mostly doing his 'yelling' sound. I don't know how to describe it.

I wasn't sure if he wanted to mate them or hurt them so I put them in a crate in the pen to do look but no touch. I was just leaving the pekin male in until he was ready for processing. So question is, do you think he was trying to mate or fight?
 
I wouldn’t let your Muscovy be with these ducklings he was probably picking on them but why put them through this stress. Plus some drakes will try and mate anything in feathers and you def don’t want that at their age.
Ok, I figured because they were so big they'd be ok. I'll put them in with my other younger meat ducks until the female matures a bit. Thanks.
