Ok I posted a few days ago but no one responded to my questions. This time I am including pictures and posting two seperate questions. The other question is about his feet - again will be a seperate post.

He is 7 months old, eats mixed flock feed, and free ranges on about 1/8 acre with 27 chickens of various ages. He does not roost at night but sleeps with the broody hens on the floor, I use ground corn cobs for bedding
My black copper maran roo has skin that seems to be very irritated. He had lice a couple of months ago and we cleaned coop, treated with sevin, then retreated. I'm not sure if something else is irratating his skin or if there is still some kind of lice/mites going on.
Here are some pictures of the skin. It is mostly on his neck, down his legs, between his toes, and where his breast bone is most prominant. (Is this called the keel bone?
It is not under his wings or around his face.
