Is 1 rooster enough for 15 hens?

My roo now has 9 girls but he mainly wanders with a group of five of them.
He mates with the others but probably not as often.
I incubated eggs from all of them.
I got about a 70% hatch rate but I used eggs up to 3 weeks old.
 
I have 1 rooster and 21 hens. That number is new since 10 of them were added just last year. But I agree. He will hang out with as many hens as will stay with him and will take care of them. Although, I once had a black australorp take care of 15 hens with a very good hatch rate; which probably only worked since the flock stayed in the coop until I got home from school-or half the day when school was out.
 
The town my inlaws live in (Ocilla Georgia) has over 100 wild chickens that roam the city streets and neighborhoods. They are always in their yard and I have noticed that they always travel in small flocks of one rooster with one to three hens. I have never seen a rooster with more than three hens.

There are very sound reasons for this which would take me more time than I have atm to elaborate.
This semi feral arrangement is reported all over the world and can be seen with jungle fowl today.
