Is 5 month old pheasants to old to tame?

They can be tamed down somewhat but most will never be 'pet' tame....occasionally you'll see some that are but they are the exception!
Also depends on what species, the True pheasants very rarely tame down enough to become pets. Goldens and Amherst can be tamed down to a point, where you can handle them without them freaking out and will eat out of your hand but for the most part gamebirds just don't tame.
And as @Folly's place , mentioned, a permit will be required to raise any of the true pheasants.
