is a younger rooster better than an older rooster for breeding purposes?

my current rooster who was hatched December 2010 has not been making the eggs fertile and seems to be less interested in mating shoul i replace with a younger rooster?
 
I much prefer a 2 or 3 year old rooster. Not a big fan of the over-zealous, incompetent young ones. That said, you may a dud, but you've have to carefully check the eggs to be sure they are infertile. If they are? Yes, you'll have to get another bird, if you wish to breed.
