I do not think it is a moderator exclusive thing, I have sen many other contest run by regular members. so my guess would be NO, go for it if you wish.

You guys can do any contests that you want as long as they follow the rules of the forum.

The only contests that need staff approval are ones that have prizes donated by BYC. Some contests started by members may or may not have prizes donated by the members, but again, the only contests that go through staff OK are ones where BYC provides the prize.
