All the sex feathers of a male: neck(hackles), back(saddle), long tail feathers and wing bow feathers are pointed. Let me be clear except on hen feathered male breeds.

Yep, Neck feathers are hackle feathers. The same is said of a dog "getting his hackles up" meaning the neck and top of shoulder area hairs, or in the rooster's case they are feathers - and both species puff them up when they are threateing something.
At 16 weeks a roo's comb/wattles are pretty obvious, as well as the feathering coming in - and I don't see any of that in the picture so I'm saying it's a pullet!
