Is Garlic Powder a Good Immune and Respiratory Antibiotic?

I've heard that garlic powder is an effective antibiotic that helps a chickens immune and respiratory systems. I have a chicken that's been having respiratory problems for a long while now so I would like to know if this is true and how much do I provide for chickens each serving?
 
Personally I use fresh chopped garlic as it has more of the allicin in it than powder. I mince 2 cloves per gallon of water and change it out every other day. I've seen great success with it. There are many who will claim its toxic, but I've never had an issue with it. I wouldn't use it every day forever but a couple weeks at a time, a week off and a couple more weeks, as needed.
