That's what I mean. Many state DNRs or agric. dept. have felt the need to sneak in a regulation here or there, for this or that, so you always have to check. Can be a real headache and only hurts the ability of people (including young people) to raise and benefit from birds in my opinion. Sometimes there's a good reason for a regulation, but I think often times it's unjustifiable what they do.
