Is it better for chicks to be in a group of two or three

I think 3 is better than 2...less chance of ending up with a lone bird if something goes wrong. I like CTKen's suggestion of adding something of interest to their environment.

Exactly what I was going to say, 3 is better since there will be less chance of a lone bird.

I also agree with the comments to date, definitely 3 or more. I started out with just 2, lost one and had to make an emergency dash to find her a friend because she was very lonely. Only managed to find her one friend and sadly lost that one also.

For that very reason, if I can help it, I will not drop below 3 chickens again.
