Is it from mating or is she molting???

I have 1 rooster and 16 hens. His favorite is still bald on her head and wing "elbows"! Less roosters would be good, but it might not solve this problem. A "Hen Saddle" might be the way for a small flock like you have. Some people on here sell them, I can not remember who.

How many more do you think
The ratio is usually one rooster per 10 hens try to get at least 3 more hens and see how they do. I had 3 roosters with 3 hens before and they were good roosters and didn’t mate but one was really aggressive with them and I raised them since chicks and didn’t want to but it was getting bad so I had to cull one of them

The saddle works for the back slightly, but still leaves the wings out of the equation, so the hens may still loose feathers on the head and wings.

Here's my Etsy for my hen saddles. I've made wing guards in the past by request :) I attached a picture of saddles with wing guards and 1 without.
