It looks to me as if she is mature, so she should be of laying age or close to it.

Just guessing by color of the comb.....It needs to be a little brighter red. EE tend to sometimes take longer to mature (Though my Last EE layed at 18 weeks old) and lay eggs. Watch for signs like being more vocal. Spending time in a nest ect.

I dont know how to tell if a hen is going to lay soon or not, but two o my EEs didnt lay until they were 13 months old. I thought they were never going to lay.
